UPDATE Five Thumbs Up ! ! ! ! !

At tonight's meeting the Commission achieved consensus that they would oppose the House Redistricting Plan. The proposed Proclamation is being sent to the City Attorney to be put in the proper format and hopefully, the Commissioners will all sign and the document will get to Tallahassee in time. I've Thanked all the Commissioners in writing for coming to this consensus and I've asked to receive a copy of the final and approved Proclamation after it is reviewed and revised by the City Attorney. I've also sent each of them a link to the House Redistricting Public Input email site and I'll repeat it here again now. When and if I receive a copy of the final document, I'll post it here on the Panda Papers.

Here is the proposed Proclamation the Commission approved subject to review and revision by the City Attorney:

PROCLAMATION

WHEREAS,     The City of Lake Worth City was incorporated as a municipality within Palm Beach County, in the State of Florida on June 4, 1913; and

WHEREAS,       The City of Lake Worth is desirous of unified and dedicated representation in the Florida House of Representatives; and

WHEREAS,       3,155,148  qualified electors of the State of Florida voted to approve Amendment 5 to the Florida Constitution in the November 2, 2010 General Election by  61.12%, and

WHEREAS,       256,989 qualified electors of Palm Beach County voted to approve Amendment 5 to the Florida Constitution in the November 2, 2010 General Election by 71.6%; and

WHEREAS,       3,446 qualified electors of the City of Lake Worth voted to approve Amendment 5 to the State of Florida Constitution in the November 2, 2010 General Election by 67.1%; and

WHEREAS,       Amendment 5, has been duly adopted and made the law of the land as Article III, Section 21 of the State Constitution; and

WHEREAS,       Article III, Section 21 of the State Constitution states:
                          “Legislative districts or districting plans may not be drawn to favor or disfavor an incumbent or political party. Districts shall not be drawn to deny racial or language minorities the equal opportunity to participate in the political process and elect representatives of their choice. Districts must be contiguous. Unless otherwise required, districts must be compact, as equal in population as feasible, and where feasible must make use of exirting city, county and geographical boundaries.” and

WHEREAS,       The proposed house redistricting plan violates the letter and spirit of Article III, Section 21 of the Florida Constitution by dividing the City of Lake Worth into small parts of four separate districts, and

WHEREAS,       The proposed House redistricting Plan dissipates and fragments the advocacy of issues relating to the entire City of Lake Worth which may come before the Florida House of Representatives for the next ten years.

                          NOW, THEREFORE, We, the City Commission of Lake Worth, Florida, by virtue of the authority and responsibility of the legislative office we hold on behalf of all the Residents of the City of Lake Worth, do hereby implore and entreat the Florida Supreme Court and the United States Justice Department to reject this plan and respect the existing city and geographical boundaries of the City of Lake Worth.

                          IN WITNESS WHEREOF, We have hereunto set our hand and caused the Seal of the City of Lake Worth, Florida, to be affixed this 7th Day of February, 2012.

Identity crisis

A reader provided me with a link to Wizard of the Coast talking about the optional rule models of D&D Next in brief. Basically the message is that they got the feedback from the D&D Next playtest that the fighters without powers were too boring, and the combat without flanking and opportunity attacks not tactical enough; and they say: "Don't worry, all of that will be in optional rules modules". Now on the one side I think this is good news. I'd much prefer a game in which all character classes have lots of options in combat without having to ask the DM for permission for every move; and I much prefer tactical combat over a combat style in which positioning doesn't matter. But I more and more wonder how different a game can be on two tables and still be called the same game. I am not at all interested in the rather unpractical question of what version of the game is the "true" Dungeons & Dragons. I very much recognize that 4th edition change...

Be Very Careful What You Ask For

The Tolstoy version of the March 6th Regular Commission Meeting has been published on the City's website. Today we'll look at one of the Second Readings under Public Hearings - Ordinance No. 2012-13, amending the Fiscal Year 2012 Budget. Among other things, this is the budget amendment that "funds" the infamous third leg of the B each   R e-development P roject, the C asino Re -Something P roject and the B each I nfrastructure P roject. This budget amendment was passed unanimously on First Reading when it appeared before the Commission on February 21st with 31 pages of back-up material including a fund by fund breakdown of what's being transferred in and transferred out. For the Second Reading, there is no back-up other than the ordinance itself and a repeat of the same staff memo. Keep in mind, and I know you will, the Commission just met on February 28th and voted unanimously to approve spending $1,712,591 more for the B each R e-development P roject. That'...
